The league was founded in 1922 by a group of local footballers who wanted to create a league in memory of Harry Dewhurst. The league initially consisted of 10 teams, and it has since grown to include over 50 teams.

The league has been played at various levels over the years, but it is currently in the eighth tier of the English football pyramid. The league champions are promoted to the North West Counties Football League Division One, while the bottom two teams are relegated to the Bolton & District Football League.
